Dubai Civility: Defining a City's Pillars of Civility

The Challenge

Dubai has grown into one of the world’s most diverse cities. More than 200 nationalities live, work and celebrate side by side, and most residents were born elsewhere. As the city moves into its next phase of growth, it needs a shared sense of how people treat each other in public life, from celebrations to everyday courtesies. The guidelines had to set clear expectations without reading as a rulebook imposed from above. They needed to feel like an invitation to belong, define what it means to be part of Dubai, and turn civility from a requirement into a source of shared pride.
